Summary

1. This letter advises Primary Care Trusts, Island Health Boards and Practitioner Services Division of increases in the NHS sight test and domiciliary visiting fees payable to optometrists and ophthalmic medical practitioners from 1 April 2000.

Background

Increased NHS Sight Test Fee

2. Primary Care Trusts, Island Health Boards and Practitioner Services Division are asked to note that following consultation with representatives of the professions, Scottish Ministers have determined that the NHS sight test fee which should be paid to:

2.1 optometrists for NHS sight tests carried out on or after 1 April 2000 is £15.46; and

2.2 ophthalmic medical practitioners for NHS sight tests carried out on or after 1 April 2000 is £15.46. This consists of a fee element of £11.44 and an expenses component of £4.02.

Increased NHS Domiciliary Visiting Fees

3. Primary Care Trusts, Island Health Boards and Practitioner Services Division are asked to note that the NHS domiciliary visiting fees for optometrists and ophthalmic medical practitioners, which are payable in addition to the relevant NHS sight test fee, are £27.33 for the first and second patient seen at the first visit and £6.84 for the third and subsequent patients seen at the same visit. The increased fees should be paid for NHS domiciliary sight tests carried out on or after 1 April 2000.

Changes to the NHS Sight Test and Domiciliary Visiting Fees for HC3 Holders

4.     From 1 December 2000 entitlement for patients who hold partial exemption certificate HC3 will be calculated using the following amounts:

4.1 a private domiciliary sight test up to the maximum of the GOS domiciliary sight test fee of £42.79;

4.2 a private sight test carried out at an optician's premises up to a maximum of £15.46.

5. Copies of the NHS (Optical Charges and Payments) (Scotland) Amendment (No 2) Regulations 2000, which bring this change into effect will be sent to Primary Care Trusts/Island Health Board once available. Primary Care Trusts/Island Health Boards are asked to send a copy of the Regulations to all optometrists and ophthalmic medical practitioners on their lists. If an optometrist or ophthalmic medical practitioner has more than one list number within a Primary Care Trust/Island Health Board area he/she should only be sent one copy of the Regulations.

The Statement

6. A revised Statement in accordance with regulation 10 of the NHS (General Ophthalmic Services) (Scotland) Regulations 1986 will be issued in due course. Primary Care Trusts/Island Health Boards are asked to send a copy of the Statement to all optometrists and ophthalmic medical practitioners on their lists.

7. Practitioner Services Division is asked to make backdated payments to optometrists and ophthalmic medical practitioners for NHS sight tests undertaken on or after 1 April 2000.

8. Copies of the Memorandum to this letter are being sent under separate cover for urgent distribution to all optometrists and ophthalmic medical practitioners on Primary Care Trust/Island Health Board lists.

1. This Memorandum announces increases in the NHS sight test and domiciliary visiting fees payable to optometrists and ophthalmic medical practitioners.
